Forest fire ravages capital hilltops for 2nd day

Task force constituted to prevent fire

ITANAGAR, Mar 12: Even as the hilltops around the state capital crackled deafeningly under fire, authorities today had a brainstorming session to find ways to control the ragging fire and prevent it from further spreading.

The hills around Itanagar, the only source of potable water to the entire capital region, continued to be burned for the second day, sending alarms across the think-tanks of the state government agencies.

Chief Minister Nabam Tuki, who left for Canada this morning, called up authorities late last night from New Delhi expressing serious concerns over the unstoppable fire and demanding immediate steps to prevent similar outbreaks in the future.

In a hurriedly called meeting at the CM’s conference hall here this afternoon on advice of the Chief Minister, his Political Secretary Bamang Tago earnestly appealed to all concerned departments to join hands to fight this man-made menace.

Tago asserted that ongoing burning of forests has raised serious concern as this is not only a threat to life and property of the people but also a serious threat to water supply sources to the twin cities of Itanagar and Naharlagun and adjoining areas.

The meeting was attended by Additional PCCF Dr Rabindra Kumar, DIG (West) Robin Hibu, Deputy Conservator of Forests Dusu Shra, Disaster Management Director Y W Ringu, DC Capital Onit Panyang, DC Papum Pare Pige Ligu, Deputy Chief Wildlife Warden Joram Dopum, SP Capital Hibu Tamang, Disaster Management Deputy Director Christine Wanglat.

After serious discussions, the officials agreed on the fact that forest fire, mostly triggered by human, is a serious threat that needs to be tackled collectively. It evolved that almost all the forests and hills around the state capital are parts of a wildlife sanctuary making these as Protected Areas (PA). However, due to lack of awareness and other circumstances like population growth, migration and extension of the state capital, settlements have been coming up within these protected areas. With human settlements, activities of jhum cultivation have been growing fast resulting in setting up of fire to clear jungles.

Addl. PCCF Rabindra Kumar admitted the responsibility of the Forest Department to control such man-made fire. He, however, stressed that creating awareness amongst the masses on the ill-effects of jhumming and forest fire lies on all concerned citizens as well as government departments. Suggesting a two-pronged strategy – long term and short term - to tackle the menace, he emphasized on extensive use of mass-media  for publicity and creation of awareness.

DIG (West) Robin Hibu focused on immediate measures to control forest fires. He was of the opinion that a Task Force may be constituted urgently, which would patrol all the vulnerable areas and coordinate with the district administration, police including fire service, forest department and the department of disaster management. He suggested setting up of a control room that would facilitate immediate dissemination of information and coordination in case of any outbreak of fire. The Task Force, he said, will be specifically active during the dry season when fire outbreaks are common. Deputy Commissioners Onit Panyang and Pige Ligu advocated roping in of panchayat and grassroots level leaders in creating awareness. They resolved to hold a joint meeting of all panchayat leaders immediately to discuss on the issue.

Subsequently, a Steering Committee at the state level and one Task Force for the state capital region were constituted to prevent forest fire. The Steering Committee would be headed by PCCF as Chairman and Director, Disaster Management as Member Secretary with DIG (Ops) and Secretary, GA as members while the Task Force would be headed by Capital Deputy Commissioner as Chairperson, Deputy Chief Wildlife Warden as Member Secretary and DC Yupia, DFO Social Forestry, DFO Banderdewa and both the SPs of Papum Pare and Capital as Members.

The members also resolved to meet again on March 19 to review the actions taken and the progress made.

Staff Reporter adds: The  city police arrested two persons from Raj Niwas areas for setting fire on forest.  They will be produced before the court of ADM tomorrow.   

 Expressing concern over the wanton destruction of jungles in and around Capital for jhum cultivation, that too under Itanagar Wildlife sanctuary and Durpang Reserve Forest area,  the capital  district magistrate issued an order prohibiting felling of trees, burning of hilltops for jhum cultivation and in new settlement area in entire capital complex including Durpang Reserve Forest and Itanagar Wildlife Sanctuary.   

Another forest fire broke out at Chandannagar near Police headquarter around 6 pm today. However, the fire was doused with help of fire service personnel.

Additional District Magistrate, Capital Complex,  Talo Potom   said that stern action would be taken against those found violating the prohibitory order.

Let us resolve to save forest for future generation: Governor

Arunachal Pradesh Governor General (Retd) JJ Singh is pained to see the pristine green asset has been destroyed by fire.

The Governor said that it is an ecological disaster, which will have significant and unacceptable impact for years to come.  It is high time, the denizens shoulder responsibility and fight against this menace of forest fire, Singh said.  He feels, if people don't do it now, it will never get done.

The Governor added that it is appalling that the Dariya Hills, which is one of the few sources of water, is engulfed by fire for last few days. The huge ash clouds may pose serious problems to the denizens as well as prized flora and fauna. It is an environmental catastrophe.

While appealing to every citizen and organization, including government departments, non-governmental organizations, Doordarshan, All India Radio, media persons to lend a helping hand in order to stop and prevent forest fires in the state, the Governor urged all to resolve to save forest for future generations.

Tragedy spawns enterprise in Seppa

ITANAGAR, Mar 12: In a classic instance of human nature overcoming adversities and creating opportunities, the tragic bridge collapse over the Kameng River in Seppa has turned out to be a champion of determination. Where once the bridge used to connect the two banks of the town- today one can see many boats plying across  as few enterprising young people have filled in the void in communication by making available country boats as an alternate mode of communication.

They have discovered a new way of earning through boating as means of transportation with zero investment, except laboring with an oar.

There are at least seven country boats which are regularly at the service for people who want to cross the river by avoiding the long walk to cross the river from the only suspension bridge which connects poultry farm of lower New-Seppa to Police Colony of Type-III.

The youths charge Rs 20 for each passenger at a time to cross the river and earn an average amount of rupees two thousand a day.

As expected, their earning doubles during the peak hours of office, market and school times. For people living in upper New-Seppa, the twenty rupees boat fare is well worth not having to walk down to poultry farm and take a U- shaped to reach the market, offices and schools.

True to their spirit of enterprise, the youth also hired 20 life saving jackets from Uttrakhand as a safety measure for passengers and to avoid any untoward incidents while crossing the river. However, much to their exasperation, they complain that hardly any passenger wears the safety jacket saying it looks weird. “People refuse to put life safety jacket on them, because they said it looks strange on them” said Desam Kocho, one of the “river entrepreneurs”.

Call it a periodic earning or short lived economy but it is booming in a way and brings at least a reason to smile for the youth after the horrifying experience.  The youth of Rang village under whose jurisdiction the area falls and who control this periodical economy are very ecstatic despite knowing that it is primarily a short lived one because once the rainy season begins, boating will not be possible on the Kameng River. “I am happy at least I earn a little livelihood without much investment,” said an elated Chala Yangda.

 

 

Ete emphasizes on creation of security force for deployment in boundary area

ITANAGAR, Mar 12: Parliamentary Secretary for home affairs, geology and mining Gadam Ete said that creation of a security force, especially for maintaining peace and security along the inter-state boundary area is vital. He said this while addressing the 15th general conference cum election of All East Kameng Students Union (AEKSU) at Seijosa today.

Expressing concerned over the uneasy atmosphere reportedly created by some ultras of neighbouring state, Ete urged the Govt to identify the elements who are serving extortion notice and threatening the local people and take appropriate action against them as per law.

Responding to a four-point memorandum submitted by AEKSU president SD Londa, Parliamentary Secretary assured to take steps for upgradation of Seijosa police outpost to tackle law and order situation.

Speaking on the occasion, All Nyishi Students Union (ANSU) president Sikka Gapak demanded for deployment of adequate security forces in sensitive areas like Seijosa. Coming down heavily on the government for its alleged failure to instill sense of security in the mind of people living along the border areas particularly Seijosa, Gapak said that people are living with constant fear due to rampant extortions and life threatening calls  from some ultras. If crores of amounts are poured in for protection of wildlife in sanctuary why the government is reluctant to spend money for manning boundary for peace and security, he questioned. “If human life is saved, then only animal live can be saved properly” he added. AEKSU president in his representation to Parliamentary Secretary urged government to chalk out plan to thwart extortion threat. He also appealed for the deployment of sufficient forest guards at Seijosa and Dissang Passo to protect natural resources from being taken away by outsiders. AEKSU president also demanded for creation of the police outposts at Pakke-Kessang and Dissang Passo.

Later Parliamentary Secretary along with ANSU president and members of AEKSU inspected the 3rd IRBn HQs, Seijosa. It was the first visit of any high level Govt representative since its establishment.

While informing about the present condition of Hq, Commandant Tojo Karga informed that  infrastructure development of  the Hq will also facilitate establishment of an alternative police Training centre (PTC), which would not only enhance the security scenario but also help  the administration in maintain law and order .

 

 

Regional Awareness Workshop on  Community Radio  

‘Community Radio to suit the needs of Arunachal’

Naharlagun, Mar. 12: A three-day regional awareness workshop on  Community Radio  (CR) organized by the Union Ministry of Information and Broadcasting in collaboration with Commonwealth Education Media Centre for Asia (CEMCA) , New Delhi and Department of Art and Culture, Govt. of Arunachal Pradesh began at State Banquet hall here today.

 

The workshop is an effort to promote the Community Radio movement in North Eastern states and encourage participation of NGOs and educational institutions by broadcasting programmes on social, developmental and cultural and educational needs of community  and facilitate  setting up of Community Radio Stations by providing the technology know-how, content creation and other procedural guidance and licensing process.

Various NGOs from the State and Assam and Manipur are participating in the workshop from March 12 to 14 next.

Addressing the inaugural session, Commissioner Education, Gonesh Koyu hoped that the workshop will benefit the participants in understanding the various aspects and role of Community Radio. He also stressed on proper packaging to attract the target community listeners. Underlining CR role in community empowerment and mobilization, he cited the example of how CR stations in coastal areas of India are helpful to the community in providing various local informations during emergency. Secretary, Information, Public Relations and Art & Culture, Indira Mallo Jain speaking on the feasibility and sustainability of CR in the state said that “CR suits our scattered population in a large geographical area,” adding that CR is a sustainable business model. It would also help create employment opportunities, besides showcasing local talents.

Director, CEMCA, Dr. R. Sreedher dwelling on the objective of CR said that it is by the community and of the community. He said that the CR Policy announced in 2002 has now widened its ambit to bring NGOs since 2006 for greater participation of the people. He informed that as of now there are 130 CR stations in the country with NE region having only two CR Stations based in Assam. Exuding optimism on the growth of CR in the state, he hoped that Arunachal Pradesh will achieve the target of 30 CR Stations by 2013 as CR is a very relevant media tool for community empowerment in a state like Arunachal with its linguistic diversity and scattered population.

Media expert, Dr. Amit Chakraborty, one of the resource persons, asserted that “Community Radio is the future of India” and Community Radio is set for good future in Arunachal given the diversity in dialects.

Kandarpa Das, who runs a CR Radio Luit  in Guwahati University said that as NE region share common cultural issues, the Community Radio Stations in NE can cooperate in content sharing for its programmes.

Earlier, Amarendra Rao, CRS Cell, MIB, and Deputy Wireless Advisor, WPC and Mahesh Kashyap, representative from Ministry of Defense also spoke.

Director, Art and Culture, Mamta Riba  hoped the three-day programme would bring fruitful output.

Members from NGOs like FGA (Future Generations Arunachal), Essomi Foundation Trust, Lower Dibang Valley, Lohit Youth Library Movement, Learning & Doing Culture Centre, Palin, Mangdir Hindir Welfare Society, Ringtey Denney Society, Palin, Nino Welfare Society, Pasighat were among the many participants attending the workshop. NGOs from Assam and Manipur also joined the workshop.

Pasighat calls for justice

ITANAGAR, Mar 12: The Bogong Banggo Kebang has reacted strongly to the defiling the statues of Mahatma Gandhi and Dying Ering and few other statues at IGGJ Higher Secondary, Pasighat on the intervening night of March 10-11.

During an emergency meeting of the Banggo, a resolution was passed demanding immediate arrest of the culprit(s). While holding the administration and police responsible for the defiling of the statues and growing law and order problem in a town which has only recently celebrated its centenary, the Kebang gave one week’s time to trace out the miscreants, more so because the sites of the incidents are located in the heart of the town.  

The resolution further said that in an event of failure by the administration and police to arrest those responsible, DC and SP East Siang and Officer in charge, Pasighat Police Station must be put under suspension.

The meeting which was chaired by the Bogong Banggo Kebang president Oyem Dai and attended by the PR leaders and Bogong Students Union further threatened to call indefinite bandh in Pasighat area demanding the suspension of the three officers.

It further said that due to the failure of the administration, the town is witnessing deterioration in law and order problems.

Arunachal Pradesh Governor General (Retd) J.J. Singh has expressed shock and deeply hurt to learn about the desecration of the statues of Father of the Nation  Mahatma Gandhi and Dr. Dying Ering, whom he calls as one of the proud sons of Arunachal Pradesh.

Condemning the incident, the Governor said that the act committed by some antisocial elements of the society is an insult to the spirit of every Arunachalee. It should be vehemently condemned by one and all.

The person or persons, who committed this shameful crime, need to be brought to book and given exemplary punishment.

While appealing to all to keep vigil, the Governor expressed his desire that the State Government investigate the matter on priority.

Our correspondent adds from Pasighat: The elite section and the local residents of Pasighat, while condemning the act, blamed the local administration for the unfortunate incident. They say, the anti-social elements are taking full advantage of administrative loophole and poor police  surveillance to carry out their anti-social activities.

“Police have not yet picked any person in this connection despite the administration’s strict order to nab the culprits behind the incident. Police inaction against the unruly movement during night hours has indirectly encouraging the anti-social elements in and around the township,” they say.

“The police didn’t cordoned off the area although they were aware of the gravity of the situation,” said a dignified government official in a condition of anonymity.

On the other hand, the police and the investigating magistrate suspect involvement of drugs addicted local youths behind the incident. “Some local youths might have committed the crime under the influence of alcohol or drugs,” the investigating team said.

It is worth mentioning here that Pasighat has been reeling under darkness since many days.

But, the some refused to consume the assumption. They feel, it was a pre-planned act  by some hard-core criminals and therefore, the authority should strictly deal with this case.

Former Anchal Chairperson of Bogong Anchal Block Kaling Moyong condemning the act appealed to the district authority and police to nab the culprits and adopt all means to prevent recurrence of such incident in near future.

The law and order problems have been deteriorating in the district since last many years. The people of Pasighat must wake up and aware of the situation and cooperate with the district administration in containing law and order problem and restore peaceful environment for the betterment of the society and historic Pasighat town, he added.

All East Siang District Students’ Union also condemned the vandalizing of the statues of Gandhiji and Dr. Ering by miscreants.

While expressing surprise over the incident, which took place just few meters away from police beat post, AESDSU gave the District Administration 15 days time to arrest the culprit (s) and re-erect the statues failing which it threatened to launch democratic movement against the authority.

Arunachal Pradesh Congress Committee has also condemned the act of damaging the statues of Gandhi and Dr Ering by miscreants. While expressing shock over the incident, APCC demanded the authority to arrest the culprit (s) within a week and give exemplary punishment.

All India Rajeev Gandhi Vichar Manch International (AIRGVMI) national president (youth wing) Mongol Yomso vehemently condemned the act of vandalism and termed it as cowardley and anti-social act. Yomso also emphasized on the need to set up police check post at Paklam Amarpar road  and strengthen  the Pasighat-Oyan (Oiramphat), Sile, Ruksin and Ranaghat check posts.  

The  Manch further stressed on regular  night patrolling in the town area and formation of welfare committee to cooperate with the district administration to check  anti-social activities. It has also decided to submit a memorandum to chief minister and district authorities after visiting the spot.

Arunachal Pradesh Abo Tani Clans Youth Organisation also condemned destruction of statues of Gandhi and Dr. Ering. APATCYO urged the state Govt to book the culprits within 15 days or face democratic movement.  No  any Indian will tolerate such shameful act, the organization said.

 

 

PCCF oversees camera trapping exercise of tigers

ITANAGAR, Mar 12: J L Singh, Principal Chief Conservator of Forests (PCCF) (Wildlife & Bio-Diversity), Arunachal Pradesh is undertaking extensive tour inside the Namdapha Tiger Reserve to oversee the camera trapping exercise of tiger and to study encroachment of  the park  by the Lisus.

Camera Trapping of Tiger in Namdapha Tiger Reserve is being carried out in collaboration with the Guwahati based NGO Aaranyak which is experienced in such camera trapping exercise and their expertise is utilized for Tiger Census with the logistic support of Namdapha Park Administration.

 Singh  has already visited Happy Valley, Haldibari, Hornbill, Bulbulia, Ranijheel and Farmbase where camera trapping exercises are in progress.

He expressed his satisfaction on the performance of field staff and NGO’s working in the Park. This is for the first time that such an extensive tour of Core area in Tiger Reserve is being undertaken by a senior officer of State Government in the history of Namdapha National Park.

Halting inside the forest and traversing in difficult terrain on foot for days together is indeed encouragement to the field staff of Namdapha Tiger Reserve who have been working days and nights for protection of Tiger and its prey animals in the Protected Area, said a release by S.J.Jongsam, CF & Field Director (PT) Namdapha National Park.

 

 

BJP takes up students’ attack issue with party high command

ITANAGAR, Mar 12: Expressing its concern over growing incidents of attack on Arunachalee students pursuing higher studies in the southern states of Karnataka, Tamil Nadu and Maharashtra, the Arunachal Pradesh unit of Bharatiya Janata Party (BJP) has taken up the matter with the party high command as well as state party units of those states.

The party also took up the matter with the BJP  Government in Karnataka and the state BJP leadership to look into the matter for the safety and security of Arunachalee students.

The North East India Sampark Cell, BJP--– an initiative of the BJP to strengthen the emotional integration of other parts of the country and the North East India at the ground level having networks throughout the country, would now look into the matter. State BJP general secretary-in-charge, organization, Tai Tagak is coordinating with the party high command and the respective state BJP leaders of those states on the matter.

 

 

YMAC conducts training on candle, chalk making

ITANAGAR, Mar 12: Young Mission Adventure Club (YMAC) conducted vocational training on candle and chalk making for unemployed youths at Aalo and Yomcha in West Siang  recently.

More than 350 youths, mostly school dropout, unemployed youths, women group from 10 different places participated in the training organized at Aalo and Yomcha in West Siang district.

Apart from the trainees, banks officials from Arunachal  Pradesh State Cooperative Apex Bank Ltd, Aalo and other commercial banks and other Govt. officials from the district also attended the training programme to boost morale of the trainees.

Bank officials, while appreciating YMAC for the training, assured the trainees to grant loans from their banks to start small scale industry in candle and chalk making in the district. Other officers also assured them to help in selling the finished products.

The main objective of the training programme was to help the unemployed youths to engage them in income generating activities by setting up small scale industries in their own.

The programme was sponsored by NABARD, regional office, Itanagar.

 

 

Army distributes sports items to schools

ITANAGAR, Mar 12: The 19 Assam Rifles based in Tirap distributed sports items like volleyball, football, badminton and cricket accessories to Govt Hr. Sec. School, Khonsa and Primary School, Lothang.

The sports items were handed over to the vice principal of the Govt. Hr. Sec. School and Headmaster of the Primary School by the Commandant of 19 Assam Rifles in a function organized at Battalion Headquarter 19 Assam Rifles.

While interacting with the school authorities  the Commandant advised them to motivate the school students to take active participation in sports activities as games and sports keep one physically and mentally fit and also help in building  character.

The 18 Assam Rifles under its Civic Action Programme also distributed sports items and other educational assets to the VKV School, Jairampur today.

Colonel Rakesh Singh Chauhan, Commandant 18 Assam Rifles, while handing over the sports items to the School, advised the beneficiaries to make good use of the assets.

 

 

DNGC NSS cell conducts special camp

ITANAGAR, Mar 12: The NSS cell of Dera Natung Govt College organized a special camp at Kamyir village under Poma Panchayat on March 10.

The volunteers constructed a new village approach road, house drains and planted 50 saplings of Bokul, Jamun, Nahar and Amla in the Govt. Primary school campus. A blood grouping camp was also conducted by the Red Ribbon Club (RRC) of NSS units.  

Arunachal Pradesh State Aids Control Society supplied the saplings.

More than 60 NSS volunteers participated in the programme along with the students, teachers and public of Kamyir village.

The programme was supervised by NSS Programme Officers Joram Muthu and Dr. (Mrs) T. Lollen.

The Directorate of Higher & Tech. Education and Principal of  DNGC extended all help and cooperation for the camp.

 

 

Daporijo Celebrates International Women’s Day

Daporijo, Mar 12: The womenfolk of Daporijo gathered in large number to celebrate the International Women’s Day with the motto ‘Save The Girl Child’ at the Rijo Ground, here today.

Speaking on the occasion, Apur Bitin, Superintendent of Police, said that although there are many programmes and policies for the protection of women, nothing will change if we are ignorant about them. He called upon everyone to eradicate the prevailing evil practices such as child marriage and forced marriage.

Arunachal Pradesh Mahila Congress President Yari Dulom encouraged the womenfolk present on the occasion saying that a lot could be done if there is true determination. She cited the example of Anshu Jamsenpa, mother of two child, who climbed the Mount Everest twice in a span of 10 days. Dulom also exhorted the women to come forward and fight against female foeticide, child marriage, forced marriage etc.

Sigin ZPM Duma Yekar spoke against the practice of polygamy and called for protection of the girl child.

Advocate Kolin Lusi Sorum enlighted the gathering on the Domestic Violence Protection Act 2005.

CO Jumyir Ronya and D Yekar also spoke on the occasion.

AAPPTF organizes traffic awareness camp at Tezu

ITANAGAR, Mar 12: Tezu Bazaar Committee and All Arunachal Pradesh Public Transport Federation (AAPPTF) jointly conducted traffic awareness programme at Tezu recently.

Addressing the function, Parliamentary Secretary, Public Health and Engineering Karikho Kri called upon the drivers/vehicle owners to obey traffic rules and maintain proper documents of vehicles.

Responding to a memorandum, Kri assured to look into the demand for setting up of district AAPPTF unit office at Tezu.

He further lauded the Govt and Apex bank manager Tsering Thongdok for providing financial help to unemployed youth associated with  the Federation.

AAPPTF General Secretary Dobing Sonam highlighting the government order said that hiring of private vehices without valid plying permits by the NGOs, semi-Govt and central government  establishments resulted in huge loss of revenue to state exchequer. He, however, informed that with active initiation by AAPPTF, the government has reduced the road tax from 15 years to 10 years.

He further suggested that tourist should hire vehicles from AAPPTF members only.

Tezu Market Committee Chairman Pritam Tayang and Secretary Konteso Kri highlighted the grievances being faced by commercial vehicle owners and drivers. They also advised the vehicle owners keep their vehicle documents upto date and particularly advised the drivers to follow the traffic rules.

They assured to extend all possible help to AAPPTF and added that TMC and AAPPTF Lohit unit will earmark a suitable parking place for commercial vehicle at Tezu.

AAPPTF Chairman Takar Goi emphasized the need for uniform guidelines for plying permit to the commercial vehicles. Both Goi and Sonam expressed displeasure on the insufficient officials in transport department and stressed on the need to create sufficient posts of  District Transport Officer, Motor Vehicle Inspector and non-technical  staff in the transport department for effective enforcement of Motor vehicle Act and rules.

District Transport Officer Heling Wangham, EAC P Choudhury, AAPPTF Assistant General Secretary Abraham Londa also spoke on the occasion. Later, the state AAPPTF team constituted its Lohit district unit.

 

 

34th monthly sitting of APLS held

ITANAGAR, Mar 12: The 34th monthly literary sitting of Arunachal Pradesh Literary Society (APLS) was held at the conference hall of JN State Museum here yesterday.

The session, chaired by APLS general secretary Tokong Pertin, witnessed several litterateurs sharing views on their literary pursuits and reading out their pieces of writing.

It started with the recitation of an English poem ‘Ray of Hope’ by Pil Topu, the story writer of popular Nyishi telefilm ‘Oyaa’ (meaning, the hidden cry), which would be screened in next month’s APLS sitting. ‘Oyaa’ had bagged four national awards on 4th March 2009 in the categories – the best telefilm, the best cinematography, the best sound and the best editing nomination.

Then, Inumoni Das Borah read out her self-composed Assamese poem ‘Mrityu’. A number of short stories were also read out on the occasion. They included ‘Apatya’ in Assamese by Mukul Pathak, ‘Denmohar’ (Assamese) by Ajanta, ‘Little Angelina’s Guest’ by Tumbom Riba Jomoh, who also shared a research article on the use of Hindi in Arunachal Pradesh.

R N Koley, who was praised by literary luminaries for representing the State’s Department of Research in the recently held 36th Kolkata International Book Fair to illuminate Arunachal Pradesh to the wider mass, presented a research article titled ‘Inspiratory to Student Mass’, which was published in a souvenir ‘Aung’ from Pasighat.

In the meantime, the APLS mourned the demise of Assam’s legendary litterateur Basanta Das, who breathed his last at Diphu on March 7 after prolonged illness. The APLS members observed two minutes silence as a mark of respect to the departed soul. Late Das was the recipient of Assam Sahitya Sabha-instituted Lummer Dai Memorial Award, 2011.

Yesterday’s session was attended among others by Dr Pekba Ringu, Dr S K Ghosh, Jamuna Binny, assistant professor of RGU. The APLS holds the literary session on every 2nd Sunday of month to encourage the college and university students to the literary field.    

 

 

Carry forward the ideals and the standard set by our forefathers: Siram

PASIGHAT, Mar 12:  Carry forward the ideals and the standard set by our forefathers, said Education Minister Bosiram Siram while attending the concluding function of Aran festival at Balek village today.

He urged the young generation to take responsibilities of maintaining peace, harmony and high standard of morality. “You should be well prepared for the competitive world”, he said and appealed for united efforts to bring developments in the area.

He informed that construction of school building, security fencing, teachers’ quarter etc for Balek Secondary School  are going on and  Rs 50 lakh has been sanctioned for construction of an auditorium.

Mebo ADC Oti Dai appealed to the locals to take up the responsibilities  for  proper development of Pasighat. They should help the administration in maintaining peace and tranquility in the township so that it remains a hub for education and culture.

BCC president Tobuk Dai appealed to  the minister to revive the abandoned Rasam village road and construct CC steps within the Balek village. He also sought cooperation from the GBs to curb drug abuse by the young generation.

Training on court procedure

ITANAGAR, Mar 12: A week-long state level training on “court procedure” for Sheristedar and dealing assistance of judicial branches of district magistrate and session of the  state began at Administrative Training Institute, Naharlagun today.  As many as 22 officials are participating in the training programme which is being  sponsored by the department of personnel and training, Govt of India under its plan assistance.

Addressing the inaugural function, Capital deputy commissioner Onit  Panyang  said that efficient functioning of the judicial branches /session courts  in Arunachal Pradesh, where  judiciary and executive move together,  entirely depends on the caliber and capability of the clerical  staff. He advocated for regular orientation training for Sheristedar and other officials.

Earlier, Training director Pema  Tshetan  highlighted the  aims  and objectives of the programme.

Three resource persons from North Lakhimpur district session court, namely, Faizuddin Ahmed, Sheristedar,  Chandra K Nath, branch assistant (Munsif No 1) and Umesh Deori, Nazir of Chief judicial magistrate are imparting the training.  

 

Silver Jubilee

ITANAGAR, Mar 12:  The Silver Jubilee of Catholic Church, Itanagar will be celebrated with three days programme from March 16 at Nyokum Lapang ground.  Traditional cultural show, inauguration of Bishop’s house, Holy mass, quiz competition on Bible, singing choir, felicitation of pioneering missionaries will be the major attraction of the programme.

A host of dignitaries including Chief Minister Nabam Tuki, MP Takam Sanjay,  local MLA Techi Kaso,  Archbishops  and bishops from North East will attend  the occasion, according to celebration committee release.

 

Nurses stir

ITANAGAR, Mar 12: Trained Nurses’ Association of India (TNAI), Arunachal Pradesh state branch decided to launch its first phase of eight days  agitation from March 14 in protest against the Govt’s alleged failure to fulfill its demand for release of allowance as per the 6th CPC. During the agitation period the nurses will wear black badge to register their grievances.  

The TNAI state branch in a release today said that the nurses are compelled to launch democratic movement as the Govt failed to fulfill its demand which was submitted through a memorandum to the Govt on February 22.

 

APRS demands action

ITANAGAR, Mar 12: Expressing concern over the forest fire in the adjoining areas of Capital Complex, including Dariya Hills, Arunachal Paryavaran Rakshak Sangathan (APRS)  today said that people are responsible for burning green forest in Dariya Hills and  other forest areas  in and around Capital.  

The people are felling trees and set those on fire to clear the hilly areas for jhoom cultivation, it said.   The Sangathan further said irresponsible act of burning green forest results in climate change,  global warming and ecological imbalance. It demanded the authority to book the persons responsible for setting the forest on fire.

 

AAPANWA demands enquiry, compensation

ITANAGAR, Mar 12:  A team of All Arunachal Pradesh Abotani Nibu (Priest) Welfare Association (AAPANWA) visited the Nirjuli fire accident site recently and contributed some amount for relief and rehabilitation to  the house owner and  priest Yokar Yoka.  In the tragic fire accident which broke out at Nirjuli on March  3, Yoka lost his wife and two minor sons.

Meanwhile, AAPANWA appealed to the state Govt  to enquire the tragic incident for justice to the victims’ family and also demanded immediate compensation to the house owner.

 

AASSATA unit mourns teacher’s death

ITANAGAR, Mar 12: The West Kameng unit of  AASSATA condoled the untimely demise of Yansibu Moriju in a bike accident yesterday. He was presently serving as Assistant Teacher at Govt. Middle School, Ditchik under Nafra circle of West Kameng.

He is survived by his wife and a daughter.

He was a dedicated and a sincere teacher who always believed in quality education, AASSATA said in a release and prayed to almighty to bestow enough courage and strength to the bereaved family to bear the irreparable loss.

 

Workshop on bird watching

ITANAGAR, Mar 12: The first ever workshop on Bird Watching was organized  at Hapoli, Lower Subansiri District  on March 9.

The workshop chaired by Lower Subansiri deputy commissioner Nila Mohanan was attended by Lakhimpur deputy commissioner Dr. Anwaruddin Chowdhury, stakeholders of tourism of the state, NGOs among others.

The workshop was a part of Tourism Department’s effort to create an avenue for the prosper of tourism sector, informed Tater Mize, District Tourism Officer, Lower Subansiri.

The day-long workshop included PowerPoint slides on birds, their species and habitat. The PowerPoint presentations by Arunachal Pradesh Birding Club, Ngunu Ziro and Biodiversity Management Committee, Hong village on flora and fauna at Pange and Talle Valley Wildlife Sanctuary of Lower Subansiri drew attention of all present on the occasion.

Some of the resource persons along with the trainees were taken for a field visit to Pange Valley as a part of the workshop.

 

Verify land allotment to all non-APSTs

ITANAGAR, Mar 12: Taking their crusade against land allotment to non-APST in capital complex, All Nyishi Youth Council (ANYC) has written to Commissioner Land Management, who is also chairman of the committee constituted to examine land allotment to non-APST, to  bring  more such land allotment cases of non-APST like Deoris and Mishings (Miris) and Adiwasis under the ambit of the committee for proper verification.

Claiming that the “Deoris are non-APST as per the Constitution Scheduled Tribes Orders, 1950, 1951 and the Scheduled Castes and Scheduled Tribes Orders (Amendment) Act, 2002, the ANYC said proper verification of all the important relevant records and documents from other non-APST like Deoris, Mishings (Miris) and some Adiwasis, who are residing in different places of the state, will greatly help in understanding the circumstances under which land at various locations were allotted to them. This will also help the Committee in submission of detailed report with appropriate recommendations to the State Government on alleged illegal land possession and allotment to the non-APST, ANYC added.

 

Awareness campaign

ITANAGAR, Mar 12: Papum Pare District Water Sanitation Committee (DWSC) under PHED Department in collaboration with N.N. Charitable Society (NNCS) Langper, Sagalee conducted village level Awareness Programme on Information Education Communication (IEC) on Total Sanitation Campaign (TSC) under  Mengio Circle recently.

NN Charitable Society, chairman Nangbia Amar Dui highlighted aims and objectives of the awareness camp.  He suggested the Panchayat leaders to keep their village neat and clean by setting up of individual house hold latrine (IHHL) BPL and community toilets.

Parang Valley Farmers Club President Nabam Kapa also advised the villagers to adopt hygienic life and avoid open defecation.

The programme was attended by PRI leaders and public.

 

Training on organic farming

ITANAGAR, Mar 12: A three days training programme on Organic Farming and Vermi Compost for Farmer Club Members  began at Multi Disciplinary Training Centre (MDTC) Midpu at  Doimukh today.   Altogether 45 members from various farmers clubs of Sagalee, Toru, Mengio, Pistana, Parang, Leporiang, Ziro circles are attending the NABARD sponsored training programme.

Addressing the inaugural function,  VIIth Sagalee ZPM A K Techi requested the financial institutions to grant loan to only those  deserving farmers. He also lauded the role of NN Charitable Society  for upliftment of weaker section of the society. He also called upon the people not to adopt short cut way to become richer in a short period. People must develop skill in their respective field to enhance their financial status.

NABAR manager OP Munglang highlighted the role of NABARD in providing financial  help to conduct such programme.

APRB-RSETI Director P B Chetry highlighted various schemes available for farmers. He also informed that Rural Self Employment Training Institute (RSETI) also provides training to various agri-horticulture farmers and allied sectors like Animal Husbandry  and  Veterinary.  Chetry further stressed on repayment of bank loans on time.  MDTC Principal Vishal Nath Rai informed about the facilities available in the Centre.

In his key note address, NNCS chairman Nangbia Amar Dui  highlighted the aim and objectives of the Society.

 

Ultimatum withdrawn

ITANAGAR, Mar 12: Barta Camp-Magney-Dogha-Rangha-Homi Village Development Committee has withdrawn its 15 days ultimatum  following assurance of local MLA Markio Tado to fulfill its demand for  release of pending bills of the local contractors of Yangte-Tali road. The committee said the MLA gave this assurance  when the committee members called on him and Magney-Dogha Panchayat ASM regarding its demand on March 11.

 

Training on mushroom cultivation, pickle preparation

ITANAGAR, Mar 12: Training on mushroom cultivation, preparation of pickle, vermicompost and candle making  under Micro Entrepreneurship Development Programme (MEDP) organized by Rural Development and Heritage Society, Sangram began at Sangram and Nyapin yesterday.

At Nyapin, Anchal Chairperson Tadar Talik and Nyapin Bazar Welfare Committee (BWC) chairman Paney Kaha inaugurated the programme.

Speaking on the occasion, Talik encouraged the participants from various Self Help Group (SHG) to be self- reliant by engaging themselves in income generating activities. He hoped that the training would be very helpful to them in setting up their own industry and assured them to extend his all possible help in future.

Tamchi Anu and Kipa Yape were the resource persons of the training. More than 40 SHGs members are attending the training.

At Sangram,  Hote village Gram Panchayat Member Tamchi Kokum inaugurated the programme and suggested the trainees to attend the programme sincerely for their own benefit.

NABARD regional office Itanagar is the sponsor of both the programmes.

 

Dist level PDS vigilance committee meeting held

BOMDILA, Mar 12:  West Kameng Deputy Commissioner Rinchin Tashi, who also is the chairman of the District Level PDS Vigilance Committee felt it imperative to revamp the  implementation of the Public Distribution System (PDS) in the district. He was addressing the meeting of District Level PDS Vigilance Committee here today.

Satisfied with the gradual changes and improvement in the Bomdila LAMPS in its distribution system; the credit for which undoubtedly goes to the present DF&CSO,  Tashi felt the need to bring in the same effectiveness in all other FPS, SKO, POL and LPG outlets of the district.

The meeting assumed significance as this meeting was held after a long period of time.

Expressing his displeasure over few reported cases of siphoning off and black marketing of PDS items by some unscrupulous people, the DC impressed on the need to do away with such shameful acts.

“We need to discourage such acts and deal it with strictly as people would be the ultimate sufferers,” he said.

Farmers take part in rubber plantation training prog

ITANAGAR, Mar 12: The members of Dissing Passo Farmer Club, East Kameng district attended seven days Rubber plantation training programme at Rubber Research and Training Centre, Guwahati recently.

During the training rubber nursery preparation, grafting and rubber cultivation procedure were imparted to trainees.

Disaster management  

 Effective prevention of natural disasters is often possible and cost-effective, says  a World Bank report dealing with the economics of effective prevention.

Large natural disasters leave heavy economic footprints but ffective prevention and preparedness will reduce the disaster risk and take the burden off.

The report predicts rising exposure to storms and earthquakes in the coming years making Asia and Pacific regions most vulnerable to natural disasters. Going by the report’s estimates, India will experience thrice the number of earthquakes by 2050. This puts disaster management in the spotlight of future policy framework.

Disasters come with heavy economic loss, accompanied by even heavier burden of relief and reconstruction. They have dealt a serious blow to many economies by widening budgetary deficits.

Traditionally, government spending on prevention is lower than relief spending. The report underlines that creating institutions for disaster risk mitigation and preparedness which employ early warning systems, effective information dissemination, incentives to promote individual disaster prevention and smart infrastructures can significantly decrease the costs in dealing with natural disasters.

The first policy implication is to make information available on hazards public and accessible. Another aspect important for India is infrastructure.

National Disaster Management Authoity initial focus has shifted from the three Rs -Relief, Recovery and Reconstruction – to - prevention, preparedness and mitigation.

Cost-effective measures of disaster management can be seamlessly merged with the existing development policies.

Racism and hypocrisy

Dear Editor,

This is in response to Pakli Lombi's letter "Who are we?" ( 5 March).

Racism and hypocrisy are part and parcel of Indian way of life. On the one hand we will cry foul when an Indian student gets physically attacked in Australia, but on the other prefer to look the other way if any of our sisters from North-East get abused in New Delhi! If the British Jade Goody jokingly refers to an Indian star as 'Poppadom', it is indeed outright "racism"; but crude taunts and abuses directed towards a Manipuri, Bengali or Tamil (that too by invoking the physical features or ethnic characteristics of the concerned community) are nothing but "leg-pulling", isn't it!

India is such a "liberal" country that it does not tolerate the presence or human rights of "outsiders", though the said "aliens" are full-fledged citizens of the country! Thus a Mizo girl gets physically assaulted in North India, an Arunachalee student gets beaten up in South India, a Bengali gets thrown out from his entitled reserved berth when the train passes through the "heartland" of Bihar and Uttar Pradesh.

Instead of zealously chanting the mantra of "We are all Indians" and parroting the slogan of "Unity in Diversity", the Indians should learn to practically implement these traits in everyday life.

The end of a career of brightest star

Dear Editor,

Dravid is one of the brightest stars in the firmament of Indian cricket. The 16 years of his outstanding career ended with a sign of interrogation mark! A player with an incomparable repute of hitting 36 centuries, who also scored more than 13000 runs in Tests  and  more than 10000 runs in ODI's, Dravid is only next to Tendulkar to do so. He is aptly regarded as the  ‘WALL'  of Indian cricket. He also achieved a unique record of holding the highest catch in Test cricket as a fielder.

His epic knocks against the Aussies had mesmerized the cricket lovers  and which would be remembered by us for ever. Aussies were in the driving seats and almost sure to win those Tests, in spite of that the Wall had proved the Cricketing World that cricket is a game of glorious uncertainties.

The only regret is under what circumstances he had announced his retirement?  Who is actually responsible for his sudden unexpected retirement? The media, BCCI or the critics.

In this juncture everybody should think twice under what phase Indian cricket is proceeding, having lost 2 consecutive Tests Series  which further compelled Dravid to announced his retirement, but a million dollar question is who will replace Dravid? This question would be long unanswerable.

Nevertheless lets hope and pray before the 'Supreme Power' to enable him to lead a better future.
