Task force constituted to prevent fire
ITANAGAR, Mar 12: Even as the hilltops around the state capital crackled deafeningly under fire, authorities today had a brainstorming session to find ways to control the ragging fire and prevent it from further spreading.

to all concerned departments to join hands to fight this man-
Tago asserted that ongoing burning of forests has raised serious concern as this is not only a threat to life and property of the people but also a serious threat to water supply sources to the twin cities of Itanagar and Naharlagun and adjoining areas.
The meeting was attended by Additional PCCF Dr Rabindra Kumar, DIG (West) Robin Hibu, Deputy Conservator of Forests Dusu Shra, Disaster Management Director Y W Ringu, DC Capital Onit Panyang, DC Papum Pare Pige Ligu, Deputy Chief Wildlife Warden Joram Dopum, SP Capital Hibu Tamang, Disaster Management Deputy Director Christine Wanglat.
After serious discussions, the officials agreed on the fact that forest fire, mostly triggered by human, is a serious threat that needs to be tackled collectively. It evolved that almost all the forests and hills around the state capital are parts of a wildlife sanctuary making these as Protected Areas (PA). However, due to lack of awareness and other circumstances like population growth, migration and extension of the state capital, settlements have been coming up within these protected areas. With human settlements, activities of jhum cultivation have been growing fast resulting in setting up of fire to clear jungles.

DIG (West) Robin Hibu focused on immediate measures to control forest fires. He was of the opinion that a Task Force may be constituted urgently, which would patrol all the vulnerable areas and coordinate with the district administration, police including fire service, forest department and the department of disaster management. He suggested setting up of a control room that would facilitate immediate dissemination of information and coordination in case of any outbreak of fire. The Task Force, he said, will be specifically active during the dry season when fire outbreaks are common. Deputy Commissioners Onit Panyang and Pige Ligu advocated roping in of panchayat and grassroots level leaders in creating awareness. They resolved to hold a joint meeting of all panchayat leaders immediately to discuss on the issue.
Subsequently, a Steering Committee at the state level and one Task Force for the state capital region were constituted to prevent forest fire. The Steering Committee would be headed by PCCF as Chairman and Director, Disaster Management as Member Secretary with DIG (Ops) and Secretary, GA as members while the Task Force would be headed by Capital Deputy Commissioner as Chairperson, Deputy Chief Wildlife Warden as Member Secretary and DC Yupia, DFO Social Forestry, DFO Banderdewa and both the SPs of Papum Pare and Capital as Members.
The members also resolved to meet again on March 19 to review the actions taken and the progress made.
Staff Reporter adds: The city police arrested two persons from Raj Niwas areas for setting fire on forest. They will be produced before the court of ADM tomorrow.
Expressing concern over the wanton destruction of jungles in and around Capital for jhum cultivation, that too under Itanagar Wildlife sanctuary and Durpang Reserve Forest area, the capital district magistrate issued an order prohibiting felling of trees, burning of hilltops for jhum cultivation and in new settlement area in entire capital complex including Durpang Reserve Forest and Itanagar Wildlife Sanctuary.
Another forest fire broke out at Chandannagar near Police headquarter around 6 pm today. However, the fire was doused with help of fire service personnel.

Addressing the inaugural session, Commissioner Education, Gonesh Koyu hoped that the workshop will benefit the participants in understanding the various aspects and role of Community Radio. He also stressed on proper packaging to attract the target community listeners. Underlining CR role in community empowerment and mobilization, he cited the example of how CR stations in coastal areas of India are helpful to the community in providing various local informations during emergency. Secretary, Information, Public Relations and Art & Culture, Indira Mallo Jain speaking on the feasibility and sustainability of CR in the state said that “CR suits our scattered population in a large geographical area,” adding that CR is a sustainable business model. It would also help create employment opportunities, besides showcasing local talents.
Director, CEMCA, Dr. R. Sreedher dwelling on the objective of CR said that it is by the community and of the community. He said that the CR Policy announced in 2002 has now widened its ambit to bring NGOs since 2006 for greater participation of the people. He informed that as of now there are 130 CR stations in the country with NE region having only two CR Stations based in Assam. Exuding optimism on the growth of CR in the state, he hoped that Arunachal Pradesh will achieve the target of 30 CR Stations by 2013 as CR is a very relevant media tool for community empowerment in a state like Arunachal with its linguistic diversity and scattered population.
Media expert, Dr. Amit Chakraborty, one of the resource persons, asserted that “Community Radio is the future of India” and Community Radio is set for good future in Arunachal given the diversity in dialects.
Kandarpa Das, who runs a CR Radio Luit in Guwahati University said that as NE region share common cultural issues, the Community Radio Stations in NE can cooperate in content sharing for its programmes.

ITANAGAR, Mar 12: The Bogong Banggo Kebang has reacted strongly to the defiling the
statues of Mahatma Gandhi and Dying Ering and few other statues at IGGJ Higher Secondary,
Pasighat on the intervening night of March 10-
During an emergency meeting of the Banggo, a resolution was passed demanding immediate arrest of the culprit(s). While holding the administration and police responsible for the defiling of the statues and growing law and order problem in a town which has only recently celebrated its centenary, the Kebang gave one week’s time to trace out the miscreants, more so because the sites of the incidents are located in the heart of the town.
The resolution further said that in an event of failure by the administration and police to arrest those responsible, DC and SP East Siang and Officer in charge, Pasighat Police Station must be put under suspension.
The meeting which was chaired by the Bogong Banggo Kebang president Oyem Dai and attended by the PR leaders and Bogong Students Union further threatened to call indefinite bandh in Pasighat area demanding the suspension of the three officers.
It further said that due to the failure of the administration, the town is witnessing deterioration in law and order problems.
Arunachal Pradesh Governor General (Retd) J.J. Singh has expressed shock and deeply hurt to learn about the desecration of the statues of Father of the Nation Mahatma Gandhi and Dr. Dying Ering, whom he calls as one of the proud sons of Arunachal Pradesh.
Condemning the incident, the Governor said that the act committed by some antisocial elements of the society is an insult to the spirit of every Arunachalee. It should be vehemently condemned by one and all.
The person or persons, who committed this shameful crime, need to be brought to book and given exemplary punishment.

PCCF oversees camera trapping exercise of tigers

Camera Trapping of Tiger in Namdapha Tiger Reserve is being carried out in collaboration with the Guwahati based NGO Aaranyak which is experienced in such camera trapping exercise and their expertise is utilized for Tiger Census with the logistic support of Namdapha Park Administration.
Singh has already visited Happy Valley, Haldibari, Hornbill, Bulbulia, Ranijheel and Farmbase where camera trapping exercises are in progress.
He expressed his satisfaction on the performance of field staff and NGO’s working in the Park. This is for the first time that such an extensive tour of Core area in Tiger Reserve is being undertaken by a senior officer of State Government in the history of Namdapha National Park.

YMAC conducts training on candle, chalk making
ITANAGAR, Mar 12: Young Mission Adventure Club (YMAC) conducted vocational training on candle and chalk making for unemployed youths at Aalo and Yomcha in West Siang recently.
More than 350 youths, mostly school dropout, unemployed youths, women group from 10 different places participated in the training organized at Aalo and Yomcha in West Siang district.
Apart from the trainees, banks officials from Arunachal Pradesh State Cooperative Apex Bank Ltd, Aalo and other commercial banks and other Govt. officials from the district also attended the training programme to boost morale of the trainees.
Bank officials, while appreciating YMAC for the training, assured the trainees to grant loans from their banks to start small scale industry in candle and chalk making in the district. Other officers also assured them to help in selling the finished products.
The main objective of the training programme was to help the unemployed youths to engage them in income generating activities by setting up small scale industries in their own.
The programme was sponsored by NABARD, regional office, Itanagar.
Army distributes sports items to schools
ITANAGAR, Mar 12: The 19 Assam Rifles based in Tirap distributed sports items like volleyball, football, badminton and cricket accessories to Govt Hr. Sec. School, Khonsa and Primary School, Lothang.
The sports items were handed over to the vice principal of the Govt. Hr. Sec. School and Headmaster of the Primary School by the Commandant of 19 Assam Rifles in a function organized at Battalion Headquarter 19 Assam Rifles.
While interacting with the school authorities the Commandant advised them to motivate the school students to take active participation in sports activities as games and sports keep one physically and mentally fit and also help in building character.
The 18 Assam Rifles under its Civic Action Programme also distributed sports items and other educational assets to the VKV School, Jairampur today.
Colonel Rakesh Singh Chauhan, Commandant 18 Assam Rifles, while handing over the sports items to the School, advised the beneficiaries to make good use of the assets.
DNGC NSS cell conducts special camp
ITANAGAR, Mar 12: The NSS cell of Dera Natung Govt College organized a special camp at Kamyir village under Poma Panchayat on March 10.
The volunteers constructed a new village approach road, house drains and planted 50 saplings of Bokul, Jamun, Nahar and Amla in the Govt. Primary school campus. A blood grouping camp was also conducted by the Red Ribbon Club (RRC) of NSS units.
Arunachal Pradesh State Aids Control Society supplied the saplings.
More than 60 NSS volunteers participated in the programme along with the students, teachers and public of Kamyir village.
The programme was supervised by NSS Programme Officers Joram Muthu and Dr. (Mrs) T. Lollen.
The Directorate of Higher & Tech. Education and Principal of DNGC extended all help and cooperation for the camp.
Daporijo Celebrates International Women’s Day
Daporijo, Mar 12: The womenfolk of Daporijo gathered in large number to celebrate the International Women’s Day with the motto ‘Save The Girl Child’ at the Rijo Ground, here today.
Speaking on the occasion, Apur Bitin, Superintendent of Police, said that although there are many programmes and policies for the protection of women, nothing will change if we are ignorant about them. He called upon everyone to eradicate the prevailing evil practices such as child marriage and forced marriage.
Arunachal Pradesh Mahila Congress President Yari Dulom encouraged the womenfolk present on the occasion saying that a lot could be done if there is true determination. She cited the example of Anshu Jamsenpa, mother of two child, who climbed the Mount Everest twice in a span of 10 days. Dulom also exhorted the women to come forward and fight against female foeticide, child marriage, forced marriage etc.

AAPPTF organizes traffic awareness camp at Tezu
ITANAGAR, Mar 12: Tezu Bazaar Committee and All Arunachal Pradesh Public Transport Federation (AAPPTF) jointly conducted traffic awareness programme at Tezu recently.
Addressing the function, Parliamentary Secretary, Public Health and Engineering Karikho Kri called upon the drivers/vehicle owners to obey traffic rules and maintain proper documents of vehicles.
Responding to a memorandum, Kri assured to look into the demand for setting up of district AAPPTF unit office at Tezu.

34th monthly sitting of APLS held
ITANAGAR, Mar 12: The 34th monthly literary sitting of Arunachal Pradesh Literary Society (APLS) was held at the conference hall of JN State Museum here yesterday.
The session, chaired by APLS general secretary Tokong Pertin, witnessed several litterateurs sharing views on their literary pursuits and reading out their pieces of writing.
It started with the recitation of an English poem ‘Ray of Hope’ by Pil Topu, the story writer of popular Nyishi telefilm ‘Oyaa’ (meaning, the hidden cry), which would be screened in next month’s APLS sitting. ‘Oyaa’ had bagged four national awards on 4th March 2009 in the categories – the best telefilm, the best cinematography, the best sound and the best editing nomination.

Silver Jubilee
ITANAGAR, Mar 12: The Silver Jubilee of Catholic Church, Itanagar will be celebrated with three days programme from March 16 at Nyokum Lapang ground. Traditional cultural show, inauguration of Bishop’s house, Holy mass, quiz competition on Bible, singing choir, felicitation of pioneering missionaries will be the major attraction of the programme.

Nurses stir
ITANAGAR, Mar 12: Trained Nurses’ Association of India (TNAI), Arunachal Pradesh state branch decided to launch its first phase of eight days agitation from March 14 in protest against the Govt’s alleged failure to fulfill its demand for release of allowance as per the 6th CPC. During the agitation period the nurses will wear black badge to register their grievances.
The TNAI state branch in a release today said that the nurses are compelled to launch democratic movement as the Govt failed to fulfill its demand which was submitted through a memorandum to the Govt on February 22.
APRS demands action
ITANAGAR, Mar 12: Expressing concern over the forest fire in the adjoining areas of Capital Complex, including Dariya Hills, Arunachal Paryavaran Rakshak Sangathan (APRS) today said that people are responsible for burning green forest in Dariya Hills and other forest areas in and around Capital.
The people are felling trees and set those on fire to clear the hilly areas for jhoom cultivation, it said. The Sangathan further said irresponsible act of burning green forest results in climate change, global warming and ecological imbalance. It demanded the authority to book the persons responsible for setting the forest on fire.
AAPANWA demands enquiry, compensation
ITANAGAR, Mar 12: A team of All Arunachal Pradesh Abotani Nibu (Priest) Welfare Association (AAPANWA) visited the Nirjuli fire accident site recently and contributed some amount for relief and rehabilitation to the house owner and priest Yokar Yoka. In the tragic fire accident which broke out at Nirjuli on March 3, Yoka lost his wife and two minor sons.
Meanwhile, AAPANWA appealed to the state Govt to enquire the tragic incident for justice to the victims’ family and also demanded immediate compensation to the house owner.
AASSATA unit mourns teacher’s death
ITANAGAR, Mar 12: The West Kameng unit of AASSATA condoled the untimely demise of Yansibu Moriju in a bike accident yesterday. He was presently serving as Assistant Teacher at Govt. Middle School, Ditchik under Nafra circle of West Kameng.
He is survived by his wife and a daughter.
He was a dedicated and a sincere teacher who always believed in quality education, AASSATA said in a release and prayed to almighty to bestow enough courage and strength to the bereaved family to bear the irreparable loss.

ITANAGAR, Mar 12: The first ever workshop on Bird Watching was organized at Hapoli, Lower Subansiri District on March 9.

ITANAGAR, Mar 12: Papum Pare District Water Sanitation Committee (DWSC) under PHED Department in collaboration with N.N. Charitable Society (NNCS) Langper, Sagalee conducted village level Awareness Programme on Information Education Communication (IEC) on Total Sanitation Campaign (TSC) under Mengio Circle recently.
NN Charitable Society, chairman Nangbia Amar Dui highlighted aims and objectives of the awareness camp. He suggested the Panchayat leaders to keep their village neat and clean by setting up of individual house hold latrine (IHHL) BPL and community toilets.
Parang Valley Farmers Club President Nabam Kapa also advised the villagers to adopt hygienic life and avoid open defecation.

Training on organic farming
ITANAGAR, Mar 12: A three days training programme on Organic Farming and Vermi Compost for Farmer Club Members began at Multi Disciplinary Training Centre (MDTC) Midpu at Doimukh today. Altogether 45 members from various farmers clubs of Sagalee, Toru, Mengio, Pistana, Parang, Leporiang, Ziro circles are attending the NABARD sponsored training programme.
Addressing the inaugural function, VIIth Sagalee ZPM A K Techi requested the financial institutions to grant loan to only those deserving farmers. He also lauded the role of NN Charitable Society for upliftment of weaker section of the society. He also called upon the people not to adopt short cut way to become richer in a short period. People must develop skill in their respective field to enhance their financial status.

Dist level PDS vigilance committee meeting held
BOMDILA, Mar 12: West Kameng Deputy Commissioner Rinchin Tashi, who also is the chairman of the District Level PDS Vigilance Committee felt it imperative to revamp the implementation of the Public Distribution System (PDS) in the district. He was addressing the meeting of District Level PDS Vigilance Committee here today.
Satisfied with the gradual changes and improvement in the Bomdila LAMPS in its distribution system; the credit for which undoubtedly goes to the present DF&CSO, Tashi felt the need to bring in the same effectiveness in all other FPS, SKO, POL and LPG outlets of the district.
The meeting assumed significance as this meeting was held after a long period of time.
Expressing his displeasure over few reported cases of siphoning off and black marketing of PDS items by some unscrupulous people, the DC impressed on the need to do away with such shameful acts.
“We need to discourage such acts and deal it with strictly as people would be the ultimate sufferers,” he said.

ITANAGAR, Mar 12: The members of Dissing Passo Farmer Club, East Kameng district attended seven days Rubber plantation training programme at Rubber Research and Training Centre, Guwahati recently.
During the training rubber nursery preparation, grafting and rubber cultivation procedure were imparted to trainees.

Effective prevention of natural disasters is often possible and cost-
Large natural disasters leave heavy economic footprints but ffective prevention and preparedness will reduce the disaster risk and take the burden off.
The report predicts rising exposure to storms and earthquakes in the coming years making Asia and Pacific regions most vulnerable to natural disasters. Going by the report’s estimates, India will experience thrice the number of earthquakes by 2050. This puts disaster management in the spotlight of future policy framework.
Disasters come with heavy economic loss, accompanied by even heavier burden of relief and reconstruction. They have dealt a serious blow to many economies by widening budgetary deficits.
Traditionally, government spending on prevention is lower than relief spending. The report underlines that creating institutions for disaster risk mitigation and preparedness which employ early warning systems, effective information dissemination, incentives to promote individual disaster prevention and smart infrastructures can significantly decrease the costs in dealing with natural disasters.
The first policy implication is to make information available on hazards public and accessible. Another aspect important for India is infrastructure.

will cry foul when an Indian student gets physically attacked in Australia, but on
the other prefer to look the other way if any of our sisters from North-
India is such a "liberal" country that it does not tolerate the presence or human
rights of "outsiders", though the said "aliens" are full-
Instead of zealously chanting the mantra of "We are all Indians" and parroting the slogan of "Unity in Diversity", the Indians should learn to practically implement these traits in everyday life.

The end of a career of brightest star
Dear Editor,
Dravid is one of the brightest stars in the firmament of Indian cricket. The 16 years of his outstanding career ended with a sign of interrogation mark! A player with an incomparable repute of hitting 36 centuries, who also scored more than 13000 runs in Tests and more than 10000 runs in ODI's, Dravid is only next to Tendulkar to do so. He is aptly regarded as the ‘WALL' of Indian cricket. He also achieved a unique record of holding the highest catch in Test cricket as a fielder.
His epic knocks against the Aussies had mesmerized the cricket lovers and which would be remembered by us for ever. Aussies were in the driving seats and almost sure to win those Tests, in spite of that the Wall had proved the Cricketing World that cricket is a game of glorious uncertainties.
The only regret is under what circumstances he had announced his retirement? Who is actually responsible for his sudden unexpected retirement? The media, BCCI or the critics.
In this juncture everybody should think twice under what phase Indian cricket is proceeding, having lost 2 consecutive Tests Series which further compelled Dravid to announced his retirement, but a million dollar question is who will replace Dravid? This question would be long unanswerable.
Nevertheless lets hope and pray before the 'Supreme Power' to enable him to lead a better future.
